Founded in 1982, the Haut Comité Français pour la Résilience Nationale (HCFRN), also known as Résilience France, is a non-profit association under the French law of 1901. It helps its members to think about prevention and protection issues in the face of major threats. For the past ten years or so, the association has been awarding the Résilience France Collectivités label to municipalities and inter-municipalities that meet the criteria for safeguarding and protecting populations from extreme risks. The label is awarded following a self-assessment of local prevention and protection measures. Since 2021, the label has been recognised by the French Ministry of Ecological Transition as a strategic tool for developing a culture of risk management in France.
