2024 Innovation Awards Finalists

The Innovation Awards competition at the “Salon des Maires” exhibition aims to reward innovative solutions or collaborations with local governments. The competition includes 8 categories, with each category able to recognize a solution and/or a partnership.
Finalists Energy Efficiency Category

ACTION LOGEMENT
La Chênaie- 105 housing units in Val-de-Reuil using 100% wood-fired heating
Developed in collaboration with the city, the goal is to deliver a remarkable project of 105 collective housing units that blends with the environment and marks the eastern entrance of the town. It uses an innovative low-carbon construction technique, with a high-performance thermal envelope and a viable renewable energy system.

Sol R’way
An innovative solar canopy using cables to support photovoltaic panels. Panels are adjustable for maximum energy output, allowing sunlight and water to nourish vegetation underneath (agrivoltaics), even enabling de-paving (e.g., green parking lots).

FNCCR
In response to the 2022 energy price spike, SDE 35 created Part’EnR 35, a non-profit association that manages the distribution of local renewable energy among all stakeholders in the Ille-et-Vilaine area.

SOLIHA Tarn
Innovative low-carbon, biosourced housing model
Responding to high demand for very affordable housing, SOLIHA Tarn developed a new model using insulating hemp concrete mono-walls, exceeding RE2020 standards. It reduces summer discomfort by 80% and energy consumption by 50%, while utilizing urban infill plots.

Vegetated Canopies – “Châtenay” model
Where planting trees isn’t feasible (e.g., due to underground constraints), Sinallagma proposes modular wooden structures with living plant canopies to cool urban areas and fight heatwaves.

LINNÉ PAYSAGE
BIONOCTA
A patented new light spectrum for public lighting that protects biodiversity (flora and fauna), avoids harmful blue light, and complies with dark-sky standards, promoting healthier and more sustainable urban lighting.

TERRANIS SAS
Cartovegetation
A decision-support tool for identifying green infrastructure and maintaining ecological continuity during development. The city of Arcueil used it to map local biodiversity and ecosystem dynamics, and to guide better ecological planning.

CAISSE DES DEPOTS
Fertile Territories
A free online platform to support food resilience in local areas. It explains food-related challenges across geographic scales, recommends inspiring projects, and provides resources (diagnostics, impact simulation, etc.).

Cyber Pack
France’s first complete cybersecurity package tailored to local governments. Hosted in France and assembled by Docaposte, the package combines top-tier services from trusted French providers.

Internet Sans Crainte for Local Authorities
A 2024 initiative offering digital awareness tools for youth and their educators, with ready-to-use resources, hybrid training, and public engagement programs focused on online safety (cyberbullying, misinformation, AI, etc.).

BLUSPARK
Bluspark Integrated Waste Management
A SaaS platform that unites all actors in waste management—citizens, professionals, and municipalities—in real time. Built with Rennes Métropole, it offers mobile tools for user requests, billing, AI-based analysis, and more.

COURSEUR
Ezio
A #fintech solution enabling home care workers to manage expenses securely and transparently using a payment card system. It avoids the use of vulnerable individuals’ personal bank accounts.

Joseph Project Brake Particle Capture System for Buses
In partnership with public transport operators, this project retrofits the TAMIC® technology onto buses to capture >70% of brake dust, improving air quality.

TOWN OF SAINT-GERVAIS LES BAINS
Thermal Spa Elevator
A unique, eco-friendly transport system powered by wastewater, connecting two town districts via a cable car-style elevator. It reduces car use and lifts 16 people across 178 meters of elevation in under 5 minutes.

A pilot program in two rural communities offering innovative transport hubs with electric vehicles, bike rentals, carpooling, and hitchhiking services—all through adaptable rural furniture.

A land-use analysis platform that leverages Cosia data to assess urban form and development indicators. It offers dashboards to support planning decisions under laws like ZAN and Climate & Resilience.

Biodiversity-Friendly Urban Renovation
In Orly, the ZAC Aurore project integrates wildlife considerations into urban renovation through professional training and resident awareness programs. A second phase is under review.

Fin4Leaks
Using cosmic ray neutron sensors, Finapp identifies underground water leaks over large areas (up to 100 km/day). Installed on vehicles, the system detects changes in soil moisture caused by potential leaks.

A national campaign offering free, turnkey emergency preparedness simulations to local governments. Since 2023, 42 exercises covering 20 risk types have taken place via www.preparisk.fr.

DICRIM (Major Risk Information Document)

A free, short course open to all, teaching citizens how to support a loved one at the end of life. It builds public awareness and confidence, and promotes a non-proselytizing, collective approach to end-of-life care.

Swimming Lessons in Private Pools
Partnering with a local resident in Warluzel, the local authority hosts swim stages for 6–9-year-olds without school-based access. Supervised by trained coaches, the program ends with a public-pool swim test.
The 2024 jury is chaired by Murielle Fabre, Mayor of Lampertheim (Bas-Rhin, 67) and Secretary General of the AMF (Association of French Mayors).
