Contexte
Essential to territorial and ecological planning, Local Urban Plans (PLU or PLUi) are becoming increasingly complex, making them less readable and accessible. Public tools such as the Geoportail de l'Urbanisme only partially improve access: the information remains fragmented, (super) technical, and poorly adapted to users. This opacity leads to misunderstandings, administrative overload, and rejected applications. Making these documents clear and accessible has become crucial to strengthening administrative efficiency, local democracy, and equality among citizens.
Acteurs
ChatPLU is led by iudo SAS, a company founded in 2018 by architect-urbanists, specialized in land strategies, urban transformation, and project management support.
It is developed in partnership with the City of Houilles, the first local authority to adopt it as part of its new Local Urban Plan (PLU).
The project also involves Publilegal, a recognized group specializing in citizen consultation and public inquiries.
Finally, ChatPLU relies on open public data from the National Urban Planning Geoportal, GéoRisques, the BNDB, and the Base Mérimée for heritage sites.
