FARNA
- Protection of endangered species, habitats and migratory routes
Contexte
In the face of rising mega-fires, floods, and pollution, animals remain largely overlooked in crisis management. Yet wildlife and domestic animals shape territorial identity and social cohesion. FARNA emerged from after-action reviews (Gironde, PACA, Corsica) to fill this gap: a 24/7 response coordinated with prefectures, local authorities, and fire & rescue services, integrated into the ORSEC Plan. Its goal: save animal lives, reduce secondary risks, and guide ecologically sound recovery.
Acteurs
A team of citizen volunteers, trained in safety, basic animal first aid, post-crisis wildlife assessments, and outreach. They work under supervision (team leader + veterinarians). Actions are coordinated with the authorities: prefecture (ORSEC/PCS, permits), fire & rescue services (SDIS) (site access, fire safety), municipalities (local activation, logistics, public information), CCFF/ADF (forest-fire volunteers: field support, marking), and civil protection (interoperability, drills). A logistics unit supports missions; a data & mapping unit produces impact reports for public decision-making.
