Contexte

France is facing a housing crisis: affordable housing is scarce, rents are rising in urban areas, and access remains difficult for vulnerable groups. Young people exiting the child welfare system (ASE) are especially at risk of homelessness. Social housing is saturated, the private market is largely inaccessible, and emergency solutions are costly and unsustainable. There is an urgent need to build innovative bridges between social support, private housing, and secure pathways to autonomy.

Acteurs

Key housing stakeholders face structural limitations:
Social housing providers: overwhelmed and unable to meet growing demand, especially from youth.
Local governments: central to housing policy but limited in their capacity for rapid action.
The private sector: holds potential but remains largely inaccessible to vulnerable renters.
Nonprofits: essential in support work, but often lack stable housing solutions.
The State: sets national frameworks, but struggles to adapt to local needs.
Greater coordination is needed to secure housing pathways.
