Contexte
VALOREM, Nantes Métropole, and TE44 present a unique public procurement model: the Direct Renewable Energy Purchase Agreement (CADER). The CADER enables local authorities to secure their electricity expenditure while contributing to the energy transition. This innovative scheme allows them to purchase electricity locally at a guaranteed long-term price: for 20 years, a local wind turbine and solar power plant will supply 200 public facilities. VALOREM, Nantes Métropole, and TE44 wish to share this experience, which can be replicated in other areas.
Acteurs
Founded in 1994, VALOREM is a French group that develops, builds, and operates renewable energy facilities in partnership with local authorities. In 2024, these facilities produced 1.4 TWh of electricity.
Nantes Métropole comprises 24 municipalities and more than 670,000 inhabitants. Chaired by Johanna Rolland, Nantes Métropole is the first French city to be named European Green Capital.
Territoire d'énergie Loire-Atlantique is the public energy service for 194 local authorities in Loire-Atlantique. TE44 implements and accelerates the energy transition in these regions.
